History
Papua Film Commission was founded in early June 2015 by Andrew Shu based on his objectives to promote economic growth and financial sustainability for the native communities in the West Papua regions. The idea of a film commission was discussed with one local partner in midst of 2017 which formed the partnership in August 2018. The bidding to establish Papua Film Commission has started soon after that day.

Andrew Shu has completed the certification process of international film commissioner and made a direct connection with Film Commissioners International in Los Angeles, USA. Equipped with decades of experience, skills, knowledge, a strong production network, and connections in the film industry worldwide, he laid out the groundwork for a film commission foundation. After the fulfillment of the initial work in establishing the Papua Film Commission; the whole working plan, strategies, and procedures were completed along with securing an official executive order by the provincial government.

The vision to empower native Papuans is embedded in the body of the Papua Film Commission as an entity. What guarantees the establishment will faithfully conduct its business with the interest of native Papuans at heart is the survivability of the Papua Film Commission depending on how the native Papuans the establishment represents achieve economic sustainability. Instead of making profits by taking away something from the land of Papua, the business model builds economic sustainability and prospers the communities that are long due.

The process to achieve the short-term objectives in establishing the Papua Film Commission is challenging and costly to the partners who suffered during the process. Rejections and obstacles along the way were causing unease and countless of money spent. Yet, those conditions were not enough to stop the determination to make the Papua Film Commission materialize. All because the vision is too great to give up.

However, after 3 years of progress at the end of 2021, Andrew Shu using his prerogative as the founder decided to pause the progress due to the funding accountability issues and halt the physical establishment of the Papua Film Commission to continue until the situation is resolved for all parties involved in the business. To enforce the written agreement and avoid legal issues that may arise from the discord, he has informed the Association to heed upon any membership request from the Papua Film Commission and its extensions. The work products for the Papua Film Commission are solely done by Andrew Shu; those include the main establishment idea, business/marketing plans and strategies, trademark and brand identity, working schedules and itineraries, working procedures, advertisements, graphic (digital and print) works, proposals, and presentations.
